In this age of the digital economy some relevant trends have been
identified in terms of the labor market. With knowledge bringing
in added value to good and services, to have the proper job opportunities
one must have some computer skills and permanently improve his
working abilities.
This process
of lifelong learning calls for a new vision of education,
the reorganization of traditional training methods and for the
use of technologies that permit the instruction to occur at non-usual
times and places. Information and communication technologies can
contribute to the "learning to learn" approach that seems to be
the most efficient way of dealing with the dynamic economic environment.
The Inter-American
Development Bank is working closely with governments from the
region to address the problem. An agreement with the International
Labor Organization provides for more focused analysis of the situation.
Technologies
such as distance education, via teleconference on web-based, permit
collaborative, interactive, distributed learning, reaching the
workers were they are and when they have the time to study. Some
software allows for the evaluation of segments of the economy,
identifying weak areas in which training could help.
