Regional Initiavites
The Latin American Cooperation of Advanced Networks - (CLARA) initiative has two slopes: the development of an infrastructure that integrates the Latin American NRENs and the creation of a nongovernmental organization who represents the interests of this institutions.
Latin American Collaborative Research Federation (a "Virtual Institute")
The first demonstrative project using the CLARA infraestructure will be developed with support from Microsoft Research.
It is the Latin American Collaborative Research Federation (a "Virtual Institute")
This Federation is envisioned to provide universities with a virtual collaborative environment to promote cross-country research and education solutions. The goals of the Latin American Collaborative Research Federation are to:
- Advance the research agenda in Latin America and increase research opportunities for faculty and graduate students. The Virtual Institute will support creative economic, environmental, and sociological technology solutions through research, research-to- application, entrepreneurship, and education.
- Increase the skills and visibility of the Latin American research community, both within the LATAM geography and worldwide. The Virtual Institute will organize, implement, and sponsor academic research events to support the Latin American research community by developing the skills, knowledge, and capabilities of its researchers. It will also enhance awareness of research projects relevant to Latin American regional issues.
- Offer research resources and collaboration opportunities throughout all of Latin America. The Virtual Institute will provide a variety of communication vehicles including streaming-video, on-line lectures, and other collaborative opportunities. It will also host a database containing localized projects, documents, research, and curriculum in Spanish, Portuguese, and English.
- Partner with other organizations in the region including NGOs, various regional organizations (Inter-American Development Bank, Organization of American States (OAS), CLARA, Andean Development Corporation, etc.), and, specific geographic agencies (FAPESP - Brazil; FINEP - Brazil; FONDEF ' Chile; CONICYT - Chile; CONICET - Argentina; SECYT - Argentina; CONACYT - Mexico, etc.) that support the growth of research capability and capacity in the Latin American region.
The Latin American Collaborative Research Federation will follow a "hub-and-spoke" infrastructure model. The "hub" will be a focal point for organization, resources, and events. Member universities will attach to the hub of the federation through internet-based communication (CLARA Latin America Cooperation of Advanced Networks) and collaboration platforms.
The amount available under this invitation is up to $750,000 (U.S.) in the span of three years, of which $250,000 (U.S) would be issued in the first year to the selected school to host the research collaboration federation. In years two and three, up to $250,000 would be available for the Collaborative Research Federation per year based on the review of the performance of the projects. The funds made to the Collaborative Research Federation are to be used to both establish the operations and infrastructure of the federation and, to provide research funding to projects selected through Request for Proposals to the members of the Federation.
In addition, Microsoft Research will provide one-time funding of $180,000 (U.S.) in the first year of the Award to build the ConferenceXP web-based collaboration infrastructure required by the Federation.
