The HSET Funds, a family of
untied Trust Fund resources administered by the Inter-American Development Bank (IDB), to support the preparation of Sustainable Energy and Urban Transportation Projects in Latin America and the Caribbean (LAC). The HSET Funds function as a “family of funds” in which individual donor countries either establish a new trust fund for this purpose or earmark a component of an existing trust fund within the IDB.
Eligibility Criteria for HSET Funds Assistance
The types of projects that the HSET Funds can fund fall into three program areas:
- Energy efficiency (especially in the end-use of energy)
- Non-conventional renewable energy applications (e.g., wind, photovoltaic, biomass)
- Clean and efficient urban transportation (e.g., clean fuels, efficient modes of travel and land-use, efficient vehicles)
Examples of Projects Eligible for HSET Funds Assistance
- Energy Efficiency – Assessment of how to foster ESCO (Energy Service Company) markets in a specific location through aggregation demand by trade associations of a specific industry to provide ESCO services for its members’ facilities.
- Renewable Energy – Assessment of how a competition among private sector providers of power in a specific location could be structured to entice them to provide electricity services generated by renewable energy.
- Sustainable Urban Transportation – Assessment of how buses being used in a specific city could affordably be upgraded to use cleaner fuels or engines and the role for municipal regulators to encourage this.

Criteria for Projects Eligible for HSET Funds Assistance
- Must be sited in a borrowing member country of the IDB.
- Well developed in structure and in location.
- Strong emphasis on a role for the private sector that is consistent with the policies of IDB, so as to foster long-term markets.
- Clear support from relevant private and public sector partners.
- Consistent with the country’s priorities with the Bank and the investment pipeline priorities of the Bank’s operational departments.
Institutions Eligible for HSET Funds Assistance
- National governments and their political subdivisions.
- The rest of the public sector, nongovernmental organizations (NGOs), and private entities with the legal authority to borrow funds and receive technical assistance.
- Regional and subregional organizations composed of member countries that are beneficiaries of Bank operations.

Current Status of the HSET Funds
The HSET Funds are ready to receive proposals. A contribution of US$
1.25 million has been received from the USDOE to initiate the HSET Funds.
Active fundraising efforts are underway for contributions for other donor
governments. The funds are managed by the T/C Funds Program within the
Financial Support Services Sub-department (FSS).
Submitting a Proposal
Proposals may be submitted to the nearest IDB Country Office, or any
of the operational departments at IDB Headquarters. The T/C Funds Program
and the relevant operational departments, in turn, will review the technical
merits of the proposal. If the proposed project meets all the required
criteria, including those of specific donor(s), the above mentioned team
will work together to identify the specific funds that could provide resources
for the project. |
