Procedures of the Committee on
Environment and Social Impact (CESI)
The Bank's Environmental Policy (1979), its
Policy on Women in Development (1994), as well as the decisions contained in the
Report on the Eighth General Increase in the Resources of the Bank (1994), and
other operational standards and guidelines require that all operations financed
by the Bank be environmentally and socially sustainable. The Procedures of the
Committee on Environment and Social Impact are a key tool to implement these
mandates in a manner that is consistent with relevant Bank policies and
guidelines, the organizational structure of the Bank, and the demands of its
programming and project preparation cycles.(1)
The focal point of environmental quality and
social impact management within the Bank is the Committee on Environment and
Social Impact. The members of the CESI are the Division Chiefs of the
Environment and Natural Resource Divisions and the Division Chiefs of the Social
Programs Divisions of Regional Operations Departments 1, 2 and 3, a
representative from the Private Sector Department, the External Relations
Department and the Legal Department, and the Chiefs of the Environment Division
(SDS/ENV) and the Social Programs Division (SDS/SOC). The Chief of the
Indigenous Peoples and Community Development Unit (SDS/IND) and the Chief of the
Women in Development Unit (SDS/WID) are permanent invitees to the CESI. The
Committee is chaired by the manager of the Sustainable
Development Department. The CESI receives technical support from the staff of
SDS/ENV.

Procedures will be applied in a manner that is consistent with the Bank's
"Policy on the Disclosure of Information" and any relevant policies,
