Investment in Infrastructure in Latin America and the Caribbean: Second Generation Issues and Perspectives

 February 19 and 20, 2004

The Inter-American Development Bank will hold a conference on, “Investment in Infrastructure in Latin America and the Caribbean: Second Generation Issues and Perspectives”, on February 19 and 20, 2004, at its Headquarters in Washington, D.C.

1. Objectives

The purpose of this conference is to set an adequate framework for discussion with key stakeholders on mechanisms, options and factors that would increase investments in infrastructure projects in the region.

2. Place and Time

The conference will be hold on February 19 and 20, 2004 at the Andrés Bello Auditorium, at the Inter-American Development Bank, in Washington, D.C., United States.

3. Participants

Participants will include national authorities, investors and regulators of the infrastructure services, members of academia, specialists from multilateral financial institutions; and banking, industry, and legal experts.

4. The sessions

The one day and a half conference will start with opening remarks from the President of the Inter-American Development Bank and then it will have 6 sessions. The power point presentations of the panelists can be found in the agenda.

The first session will review the lessons learned and help identify areas needing special policy consideration.

The second session will discuss the commitments that relevant actors (governments, firms, customers, domestic institutional investors) should reach to foster infrastructure investment in Latin America during crisis times.

The third session will present a specialized discussion on public-private partnerships due to their different meaning according to the legal and cultural context, and because they may provide a superior risk allocation whenever local and central governments back implicit guarantees. The fiscal environment is also a significant factor to be analyzed in this session.

The fourth session will present infrastructure prospects and investment opportunities in countries belonging to Plan Puebla Panama (PPP) - the regional integration for Central America and Mexico.

The fifth session will present Infrastructure prospects and investment opportunities in the Andean countries belonging to IIRSA (Iniciativa para la Integración de Infraestructura de Sur América) and CARICOM.

Finally, during the last session, Infrastructure prospects and investment opportunities in the “Extended” MERCOSUR countries belonging to IIRSA (Iniciativa para la Integración de Infraestructura de Sur América) will be presented.
