The political economy of health reforms: a model to evaluate actors and strategies

This paper from Daniel Maceira proposes a model, which considers the solution of interest conflicts as a key-factor in the performance evaluation of health reforms. The basic author's hypothesis is that there are many institutional and historic factors and negotiation opportunities among the relevant actors of the health systems which determine the strategies of each interest group, shape the design and increase the feasibility on the implementation process of these reforms. When those factors are not met or those negotiation opportunities are missed, the viability and efficacy of the health reforms could be in risk.
