This article presents the historical evolution of the main health system in Argentina - The Social Works System (System de Obras Sociales - OS) focusing in the nineties, when were realized the main intents to reform this system. The article points out the difficulties on the health reforms implementation and the interest conflicts that emerged on the negotiation among government and trade unions that managed the system since its creation. The article also analyzes the near future perspectives regarding the OS system.
This working paper is being published with the sole objective of contributing to the debate on a topic of importance to the region, and to elicit comments and suggestions from interested parties.
