This consultancy report presents the findings of a study that covered six IDB projects targeting socially excluded groups. This initiative is part of the lessons learned activities that the Bank?s Social Inclusion Action Plan calls for. The study focuses specifically at the participation of socially excluded groups in the preparation of projects. It also proposes guidelines/recommendations for the development of a participation framework and analysis, based on the different levels of exclusion, contexts and types of interventions that will assist future Bank project teams.
