Is Education by Television Just an Old Technology?

This note describes two very successful experiences with education by television in two countries in the world which are sufficiently poor to have plenty of students out of regular schools and sufficiently rich to do something different about it. What distinguishes them from the others is that both have high quality commercial televisions. These countries are Mexico (Telesecundaria) and Brazil (Telecurso 2000) and, not surprisingly, they have made a serious breakthrough in education television. To put it succinctly, they have applied costs and approaches of world-class commercial television to education.

This working paper is being published with the sole objective of contributing to the debate on a topic of importance to the region and to elicit comments and suggestions from interested parties.
