Cambio institucional y alternativas de financiación de la investigación agropecuaria

Most national research systems have undergone signficant budget cuts at the same time that additional demands were placed on their activities. In Latin America and the Caribbean, when this became evident, several nations responded by developing new institutional mechanisms to finance and organize research activities. After a decade of experience in the use of these mechanisms, the World Bank and the IDB organized a regional workshop to discuss and summarize regional experience and identify new practices.

This report (which is only available in Spanish), presents the results of those dicussions. Specifically, it identifies several successful financing mechanisms, such as public-private associations, the sale of research products, competitive funds, research foundations, and financing through producer associations and the private sector. Similarly, the report describes some of the limitations in the use of these new financing mechanisms.
