La institucionalidad en el sector agropecuario de América Latina

By Martín Piñeiro, Roberto Martínez Nogueira, Eduardo J. Trigo, Filemón Torres, Eduardo Manciana, Ruben Echeverría (11/99, RUR-101, En, Es)

The economic and political reforms that have taken place in Latin America and the Caribbean during the current decade have had a significant impact on the operation of the State. A first stage of reform reduced public spending and returned many activities to the private sector. The authors of this report show that the results in the agricultural public sector have been generally uneven and highlight the need for a more active government role in the definition of markets. This involvement should complement private sector activity, particularly in cases in which markets do not exist or cannot be developed.
