This report uses the experience of four developed nations to highlight two important aspects of the effort to restructure small and medium enterprises. The first has to do with changes in policy instruments resulting from a new interaction between the public and private sectors. The second has to do with changes in participation and association among the actors in the market economy. The public sector, for instance, has abandoned direct intervention in the market, while the private sector has taken a more active role in the design, financing and implementation of policies. These new roles have given rise to an increase in contacts, associations and cooperation between companies, NGOs, and government entities.
