Community Consultation, Sustainable Development and the Inter-American Development Bank

This paper presents a framework for discussing community consultation in the context of Bank financed operations. The paper also offers suggestions on the opportunities, risks, costs, methods and techniques for community consultation. This report is not intended as a manual or guideline, but rather as a stepping stone in the process of preparing sound guidlines and procedures for Bank staff, borrower agencies and stakeholders. Several boxes profile specific initiatives and present lessons learned. The report concludes with suggestions for further action.

About the Authors: Norman Schwartz is Professor of Anthropology at the University of Delaware and a consultant at the Institute for Development Anthropology. Anne Deruyttere is the Chief of the Indigenous Peoples and Community Development Unit, Sustainable Development Department.
