Operational Policy on Involuntary Resettlement

This Operational Policy (OP-710) was approved by the Board of Executive Directors of the Inter-American Development Bank on July 22, 1998. This policy covers any involuntary physical displacement of people caused by a Bank project. The objective of the policy is to minimize the disruption of the livelihood of people living in the project's area of influence, by avoiding or minimizing the need for physical displacement, ensuring that when people must be displaced they are treated equitably and, where feasible, can share in the benefits of the project that requires their resettlement.
The policy spells out the basic principles and special considerations regarding the Bank's approach to involuntary resettlement and defines the scope and criteria for the design of resettlement plans.
The Background Paper provides an overview of lessons learned by the IDB and other institutions based on a comparative review of 114 past and current Bank projects with involuntary resettlement components, and addresses the main issues in the policy with more detailed background information and justification.
Prior to its consideration by the Policy Committee of the Board starting in July of 1996, draft versions of this document were discussed with nongovernmental organizations on the occasion of the Sixth IDB-NGO Consultative Meeting on the Environment held on November 27-30, 1995, in Curitiba, Brazil, several subsequent meetings at Bank Headquarters, and via the Internet.
