Public Participation and Sustainable Development in the Amazon. The Case of PMACI

In 1985, the Inter-American Development Bank (IDB) granted a loan to the Government of Brazil to finance the paving of a 502-kilometer highway linking Porto Velho in the state of Rondônia to Rio Branco in the state of Acre in the western Amazon. The project was a continuation of route BR-364, linking Cuiabá to Porto Velho called "Palonoroeste", which had been financed by the World Bank. Measures to mitigate the environmental and social impact of the program were carried out through the Environment and Indigenous Communities Protection Project (PMACI), in an area of influence of 252,000 square kilometers.

This working paper is being published with the sole objective of contributing to the debate on a topic of importance to the region and to elicit comments and suggestions from interested parties.
