Pension Reform in
the English-Speaking Caribbean

The
Inter-American Development Bank and the Caribbean Development Bank have launched
the Pension Reform Initiative in the Caribbean to disseminate information
and provide support to help improve pensions systems in the English-Speaking
Caribbean countries.
This
Symposium is one of the components of this Initiative. The main objective of the
Symposium was to highlight and raise awareness on key policy and
technical considerations for designing, implementing, reforming, managing,
operating, and supervising pension schemes.
Some
of the main issues covered include in the Symposium were:

The
state of pension systems in the Caribbean;
-
Best
practices in reforming pension systems in emerging economies (with a special
emphasis for small emerging economies);
-
Understanding
the role of private and public pension fund managers;
-
Relationship
between financial and capital market development and pension systems; and
-
Review
of the experiences of other countries.
The
symposium targeted practitioners in the field, pension fund managers and
senior executives in insurance companies, government officials and
representatives of civil society.

Seminar
This
event, led by the National Academy of Social Insurance (NASI) focused on the key
decisions in planning pension reform. It was an extension of the symposium
but it focused more directly on the challenges for policy makers. In this
seminar, key decisions in planning pension reform were explored, and various
pension models were evaluated. The policy seminar targeted officials who
manage pension systems and to those that are responsible for implementing the
reforms will follow.
