During the period 1990-2000, the institutions that make up the Bank Group - the Bank itself, the Inter-American Investment Corporation and the Multilateral Investment Fund - collaborated with governments and the private sector to reduce financial market deficiencies and devoted significant resources to financial market development. This effort was reflected in more than 100 projects approved for 25 countries and totaling over US$14 billion. Most of the operations supported the strengthening of banking supervision, the development of capital markets, pension reform, insurance market improvement, and market deepening. During this period, the Bank Group provided its support for financial market development within the framework of the Capital Market Development Strategy and Financial Market Strategy, approved in 1995 and 1999, respectively. Despite great expectations and significant accomplishments in financial sector reforms over the past decade, much remains to be done. Not all countries have advanced at the same pace, and there are elements of financial market development that need to be supported in each country.

In this report, we offer a general view of the Bank Groups activities in support of financial market development in Latin America and the Caribbean during the period 1990-2000 and a consolidated description of the activities undertaken. The report concludes with some comments on how the Bank Group expects to continue providing support in this area and presents two annexes containing the current Bank strategies for capital and financial markets development. This compilation of activities illustrates the Contribution of the Bank Group and the extent to which more action is required. The Infrastructure and Financial Markets Division of the Sustainable Development Department prepared this report as part of its mission to disseminate knowledge, leadership and innovation as well as to provide technical support in areas such as investment, sector reform and other activities that involve the reform of markets.
