Entre el mercado y el Estado: Tres décadas de reformas en el sector eléctrico de América Latina recounts the experiences of the region with statist models and reforms of the electricity sector, placing emphasis on the implicit assumptions and the failures of the proponents of each system in ensuring that there is some agreement between theory and practice, between what ought to be and what is. The author does not defend or condemn either model, but rather attempts to encourage the reader to think about the limitations that each model faces in different contexts. To do that, he brings to bear his long experience in the sector's day-to-day activities, much of it from the priviledged vantage point of the Inter-American Development Bank. The discussion also benefits from a detailed review of current literature on the topic. Following a general overview of the experience under the statist and reformist models in the region, the author illustrates his arguments with detailed descriptions of the experience of three countries as well as of the critical issues that the electricity sector faces today.
