Speakers' Biographies

Emilio José Archila Peñalo

He serves as Superintendent for Industry and Commerce, Ad-hoc Superintendent for Corporations at the Acerías Paz del Río holding, and President of the Negotiating Group on Competition Policy in the FTAA. In addition, he is a professor and the Director of the Economic Law Department at Universidad Externado in Colombia. Graduate studies in Development Law at the International Development Institute in Rome, Masters in Comparative Law (MCJ) at New York University, specialization in Finance Law at Universidad de Los Andes, and JD from Universidad Externado in Colombia.


Paulina Beato

Paulina Beato, Ph.D. in Economics, University of Minnesota, is a Principal Economist in the Infrastructure and Financial Markets Division, Sustainable Development Department of the Inter-American Development Bank. She previously worked for the International Monetary Fund and held several senior management positions, CEO, at various industrial and financial companies in Spain. She has published articles in specialized journals, such as the Journal of Economic Theory, the Quarterly Journal of Economic, the Journal of Project Finance and others, about regulation, competition and pricing policies in infrastructure and financial services.


Vivianne Blanlot Soza

She is the Executive Secretary of the National Energy Commission of Chile. Previously, she was Executive Director of the National Environmental Commission and had an important participation in the Commission for the Modernization of Regulatory Institutionalization. She has been actively involved in the development of economic policies, the design of public policy and modernization schemes, as well as in the area of institutional development of the state. She obtained her degree as an economist from the Catholic University of Chile and her MA in Economics from American University.


Geoffrey M. Cannock

Ph.D. and MS degrees on Agriculture Economics (Applied), Oklahoma State University; graduate studies at John F. Kennedy School of Government, Harvard University, on Policy Analysis, and at Wharton School on Business Economics. Former General Manager and Chief of Economic Studies of OSIPTEL (Peruvian telecommunications regulator). Mr. Cannock is currently Project Director of Telecommunications and Public Administration at Apoyo Consultoría. He is also Professor of Economics of Regulation at the Department of Economics of Universidad del Pacífico and serves as Vice President of the Commission of Competition of the Peruvian Competition Agency (INDECOPI).


Salomé Cisnal de Ugarte

Graduate in Law and in Economics from the University of Deusto (Spain). She holds a LL.M. degree from Harvard Law School and a Ph.D. in Law from the European University Institute (Italy). She taught at the University Carlos III of Madrid and moved to Brussels in 1996, where she has been working as a lawyer at the Brussels office of Freshfields Bruckhaus Deringer. Dr Cisnal de Ugarte specializes in European law and, in particular, in European Community law, advising and representing international companies, trade associations and governments.


Fernando J. Cuevas

With more than 25 years of experience in the energy sector, Dr. Cuevas, from Nicaragua, holds a degree in Electromechanical Engineering from the Universidad Centroamericana of Managua (Nicaragua), a Masters in Electrical Systems of High Potency from the Rensselaer Polytechnic Institute of Troy (New York), a Masters in Energy Economics (DEA) from the Institute d'Economie et de Politique de l'Energie of the Pierre Mendes University of Grenoble (France), and a Ph.D. in Economics of Montpellier I University (France). He is the Chief of the Energy Unit (Regional Office in Mexico) of the Economic Commission for Latin America and the Caribbean and has an extensive academic experience. Dr. Cuevas was Vice Minister of Energy and Director for Planning of the Nicaraguan Energy Institute.


Jorge Geza Szeplaki Otahola

Superintendent of Procompetencia, the Commission for the Promotion and Protection of Competition. He served as legal consultant to the Ministry of Industry and Commerce and to the Ministry of Health and Social Assistance of Venezuela. He was also a Delegate Procurator to the Supreme Court of Justice and Legal Advisor to the Ministry of Finance. He obtained his JD at Universidad Católica Andrés Bello y did graduate studies in Administrative Law at Universidad Central de Venezuela.


Luis de Guindos Jurado

BSc in Economics (Colegio Universitario de Estudios Financieros of Madrid). He is Secretary General for Economic and Competition Policy at the Ministry of Economy and Finance of Spain. In the past, he held posts as Advisor to the State Secretary for Economy, Chief of the Technical Commission at the General Secretariat for Commerce, and Director General for Economic Policy and Competition Policy, as well as Chief Executive Officer of AB Asesores Morgan-Stanley.


Ignacio de León

Visiting Adjunct Professor at the Economics Department of New York University. He holds a Ph.D. in Law (UCL-University of London), and a M.Phil. and LL.M. (UCL and QMC, University of London). He served as Chief of Pro-Competencia (Venezuela's competition authority), has authored several publications and articles on regulation, competition law and policy, and trade policy, and has extensive international consulting experience on the institutional strengthening of competition law and policy.


José L. Escaffi

Studied Economics at the Universidad del Pacífico and holds a Masters in Urban and Regional Planning from the University of Texas at Austin. Former Manager of the Telecommunications Regulating Commission of Peru (OSIPTEL) and of the National Fund for Compensation and Development (FONCODES).


Hugo A. Eyzaguirre

He is Vice President of the National Institute for the Defense of Competition and the Protection of Intellectual Property (INDECOPI) in Peru, where he also served as economic advisor, and is a member of Osiptel's Ordinary Councils. He participated in the Task Force of the Public Administration Modernization Program (Presidency of the Council of Ministers), and served as Project Director at Instituto Apoyo, economist at Instituto Libertad y Democracia, Advisor to the Ministry of Industry, Tourism and Integration, and a member of the Executive Committee of the National Commission for Foreign Debt, as well as professor at Washington University and Universidad del Pacífico. 


Paulo G. Farah Correa

BSc in Economics and Masters in Industrial Economics from the Federal University of Rio de Janeiro, he also holds a Masters in Economics from the University of Western Ontario. Appointed in 1999, he is Deputy Secretary of Economic Affairs at the Ministry of Finance of Brazil. He was previously Economic Advisor for Competition and International Trade Policy at Panama's Commission for Antitrust and Consumer Affairs (CLICAC), researcher at the UNDP, assistant professor at the Candido Mendes College (Rio de Janeiro, Brazil) and independent consultant.


Carmen Fuente

Economist and consultant at the Infrastructure and Financial Markets Division, Sustainable Development Department, of the Inter-American Development Bank since 1998. Formerly, she was chief of staff at the Electricity Regulatory Commission in Madrid; chairperson of Tabapress; economic counselor of the Spanish delegation to the OECD; and chief of staff of the Secretary of State for Economy. She also served at the Ministry of Commerce's Research Division, taught Applied Economics at Universidad Complutense of Madrid, where she graduated, and did graduate work in Economics and Statistics at Stanford University.


Miguel A. Fernández Ordóñez

BSc in Law and Economic Science from Universidad Complutense of Madrid, where he also taught Economic Policy. He was State Secretary for Economy and State Secretary for Commerce at the Ministry of Economy and Finance of Spain, Executive Director at the International Monetary Fund, President of the Office for the Defense of Competition, and President of the National Electric System Commission of Spain. He now works as a consultant in the areas of regulation and competition.


Alfredo García

B.S. in Electrical Engineering from Universidad de Los Andes in Colombia, DEA Automatique from the University of Toulouse III (France), MS and Ph.D. in Operations Research from the University of Michigan. Prior to joining the Brattle Group, he worked as Commissioner of the Colombian Electricity and Gas Regulatory Agency (CREG) and taught at the Industrial Engineering Department of the Universidad de Los Andes.


José Luis Guasch

Industrial Engineering degree from the University of Barcelona (Spain), and Masters in Statistics and Operations Research and Ph.D. in Economics from Stanford University, he is Sector Manager for the Latin American Region at the World Bank (Finance, Private Sector and Infrastructure). He is Professor of Economics at the University of California (San Diego) and held teaching visiting positions at Harvard University, Universite Catholique de Louvain (Belgium), Australia National University, Hebrew University of Jerusalem (Israel), People's University of China, Colegio de México, and Universidad Autónoma de Barcelona (Spain). He authored five books, contributed to over twenty edited books and volumes and has published over seventy articles in leading economic and finance journals.


Fernando Heftye Etienne

He received his Law degree from the Universidad Iberoamericana Law School in Mexico City and obtained his Master Degree from Harvard Law School. He is Commissioner in the Federal Competition Commission. Previously, he was appointed as General Manager on Legal Fiscal Affairs in the Ministry of Finance and Public Credit, and served as General Director of Foreign Investment at the Ministry of Commerce and Industrial Development, Chief of Staff at the Directorate of Foreign Investment, Finance Legal Manager at Petróleos Mexicanos, Legal Coordinator at the General Directorate for Foreign Investment and Private Secretary to the General Director of Foreign Investment.


Fernando Jiménez-Ontiveros

He holds a BSc in Economic Sciences and is the Coordinator in Chief of the Priorities and Programming Unit at the Multilateral Investment Fund of the Inter-American Development Bank. Prior to joining the IDB, he was Secretary to the Tariff Commission of the Imports General Directorate of Spain. He also served as the head of the Commercial Office of Spain for Central America and Panama; was an advisor on international economy to the Cabinet of the Spanish Government, and Economic and Commercial Advisor and head of the Commercial Office of the Embassy of Spain in Mexico.


Paul H. Karlsson

He obtained his B.A. at Bowdoin College and his J.D. at Columbia Law School, attending also the Parker School of International and Comparative Law. He is an attorney at the International Antitrust Division of the Federal Trade Commission of the United States. He was Assistant Director of the Bureau of Domestic Aviation at the Civil Aeronautics Board, litigation associate at Davis Polk & Wardwell, visiting professor at the Faculty of Law of the University of Stockholm (Sweden), associate professor at Rutgers Law School-Camden and associate in law at Columbia Law School.


Jean-Jacques Laffont

Ph.D. from Harvard University, he is Professor of Economics at the University of Toulouse. He has held visiting positions at the California Institute of Technology, the University of Pennsylvania, Harvard University and the Australian National University. He was President of the Econometric Society and of the European Economic Association. He created the Institut d'Economie Industrielle, of which he is still the Director, and has published twelve books and over 200 scientific articles.


Pietro Masci

Chief of the Infrastructure and Financial Markets Division. From 1993-1998, he was Chief of the Cofinancing Division of the Bank. He worked for the Italian Treasury and was responsible for the external borrowing programs and management of public debt. He managed the US portfolio of Italian Mutual Funds. He has served as Chairman of the Audit Committee and as a Board Member of Italian banks. He has also worked with the Inter-American Investment Corporation and World Bank. Mr. Masci holds degrees in economics and political science from the University of Rome; a diploma in international banking from London Polytechnic; and an MBA in finance from George Washington University.


Pedro M. Meroño Vélez

He obtained his Law degree at the Universidad Complutense of Madrid. He is President of the National Energy Commission of Spain. His past experience includes positions as attorney at numerous government offices. He also served as Technical Secretary to the Ministry of Public Works and Urbanism, Deputy Secretary for Culture, Director of Legal Affairs and Secretary of Endesa's Board of Directors, General Secretary of Endes and of the Endesa Group, advisor to different electrical companies, as well as Secretary to the Board and Director of Legal Affairs of the Operating Company of the Spanish Electrical Market, Inc.


Janusz Ordover

Janusz A. Ordover is a Professor of Economics at New York University. He served as the Deputy Assistant Attorney General for Economics in the United States Department of Justice. Professor Ordover also served as a consultant to the World Bank, the Organization for Economic Cooperation and Development, the Inter-American Development Bank, the governments of Poland, Hungary, Russia, and El Salvador. Professor Ordover has authored and co-authored many articles on privatization, deregulation, and antitrust economics. Professor Ordover has also advised many corporations in regulatory and antitrust proceedings.


Gustavo A. Paredes Moreno

He obtained his degree in International Commerce at the University of Panama and his Masters in Banking and Financing for Development at L. Bocconni University (Milano, Italy), holding also a Masters in Business Administration from the Instituto Centroamericano de Administración de Empresas in Panama. Previously, he was head of the Panama's Commission for Antitrust and Consumer Affairs (CLICAC). He served as writer of the antitrust law and of public services regulatory laws, also co-writing proposals for laws governing copyrights, plant and animal disease control, and import licenses.


Diego Petrecolla

Current Executive Director of the Center for Regulation Economic Studies (CEER) of the Universidad Argentina de la Empresa (UADE), he holds a Ph.D. in Economics from the University of Illinois at Urbana-Champaign. He was President and Chief Economist of the National Antitrust Commission, as well as Research Director at the Argentine Foundation for Equity Development and professor at Universidad Torcuato di Tella.


Nohra Rey de Marulanda

Manager of the Integration and Regional Programs Department and of the former Economic and Social Development Department, at the Inter-American Development Bank. An economist from the Universidad de Los Andes in Colombia, she became Director of its Graduate Program in Economics and of the Centro de Estudios sobre Desarrollo Económico (CEDE). She completed graduate studies at the University of Sussex in England, and was a visiting fellow at St. Antony's College in Oxford. She was General Director of the Colombian Institute of Foreign Trade (INCOMEX), Deputy Minister of the National Planning Department, Technical Secretary of the National Economic Policy Council and a member of the Monetary Board.


Silvia Sagari

She obtained her CPA and BSc in Administration in Uruguay and his Ph.D. in Finance and International Business from New York University. She is Chief of the Finance and Basic Infrastructure Division for Region I (Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay) at the Inter-American Development Bank, and has worked also for the World Bank and the International Finance Corporation (Central Europe, Africa and Latin America). She has several years of experience in the private sector and has authored several publications related to financial sector issues.


Pablo Serra

MSc. in Industrial Engineering from the University of Chile and Ph.D. in Economics from Yale University. He is Chair of the Department of Industrial Engineering of the University of Chile, and regularly consults for regulators, public utilities and international organizations, such as the World Bank and the International Monetary Fund. He is a member of the Chilean Antitrust Commission, specializes in economic regulation and public economics, and has authored articles in publications such as the International Economic Review, Quarterly Journal of Economics, Journal of International Economics and World Development and Energy Economics.


Pamela Sittenfeld Fernández

She obtained a BL and a BPh at Universidad de Costa Rica, holding also a MSc in Utilities Regulation from the London School of Economics and Political Science. Prior to her current position as Executive Director of the Commission to Promote Competence, she was legal advisor of this Commission and advisor to CINDE (Costa Rican Investment Board).


François Souty

Counsel for Multilateral Affairs at the Conseil de la Concurrence (French Antitrust Authority), Paris, and Associate Professor of Law and Economics (Competition and Trade) at the University of La Rochelle, where he is also a member of the Board. Since 1991, Dr. Souty has been a member of the Expert Committees and groups on competition at the OECD, UNCTAD, and at the WTO group on trade and competition since 1997. He has served as chargé des affaires internationales de concurrence at the General Directorate for Competition, Consumers Affairs and Fraud Repression (DGCCRF) in the Ministry of Economics, Finance and Industry of France, and as investigator and chief investigator with the DGCCRF in the Regional Field Competition Office in Paris. He has lectured at the Universities of Paris, Nantes, Toulouse, Groningen (Netherlands) and the College of Europe at Bruges (Belgium) on economic history, European law and competition law and policy.


Gonzalo Solana González

BSc in Economic and Business Sciences from the Universidad Autónoma de Madrid. He is President of the Antitrust Board. Previously, he was Director of the Economic Studies Service at the Higher Council of Chambers, professor of Applied Economics at CEU and of international trade at the University of Deusto. He served as Coordinator of the Euro Chamber Team; Advisor of the National Institute of Statistics; Spanish representative at the Fiscal Commission of the International Chamber of Commerce and at the Eurochamber Economic Commission; permanent observer at the Center for Economic Forecast and member at the Observatories for Commercial Distribution and for Small and Medium Enterprises, as well as a member of the Technical Team of the Year 2000 National Commission and other institutions such as Institute for Economic Studies, CEOE, Economic Observatory of Andalucía and of Canarias, etc.).


Taimoon Stewart

Ph.D. in International Relations, Dr. Stewart is Research Fellow at the Institute of Social and Economic Studies of the University of the West Indies, and specializes in research on new issues in international trade, including trade-related environmental, intellectual property and competition policy issues. She was the Vice President of the Negotiating Group on Competition Policy in the FTAA (NGCP-FTAA), and is now the Lead Negotiator for CARICOM countries in the NGCP-FTAA. She has also represented Trinidad and Tobago at meetings of the WTO Working Group on Trade and Competition Policy.


José Tavares de Araujo Jr.

Ph.D. from the University of London, he is an economist, professor at the Federal University of Rio de Janeiro and former Executive Secretary of the Brazilian Tariff Commission. He is a member of the Latin American Trade Network and the MERCOSUR Research Network. Since 1995, he has been a consultant to the Trade Unit of the Organization of the American States, and has also held positions at the Inter-American Development Bank and the Economic Commission for Latin America and the Caribbean. He has authored several articles and books on international trade, regional integration, competition policy, regulatory reform and industrial organization.


Antonio Vives Llabrés

He is Deputy Manager, Private Enterprise and Financial Markets, of the Sustainable Development Department of the Inter-American Development Bank, where he also held positions as investment officer for private sector operations, operations officer, Operations Division Chief for several countries, Chief of the Advisory Office of the Operations Department and, most recently, Chief of the Infrastructure and Financial Markets Division at the Sustainable Development Department. Before joining the Bank, he was a professor at Simon Bolívar University and IESA Graduate School of Management in Venezuela, and has taught at Carnegie Mellon, George Washington and Virginia Tech Universities in the United States. He holds a degree in Chemical Engineering from Universidad Central de Venezuela, a Masters degree in Industrial Administration and a Doctorate in Finance (Corporate Finance and Capital Markets), both from Carnegie Mellon University (Pittsburgh, United States).


Carlos Winograd

Secretary for Competition and Consumer Defense in Argentina, since 1999. Researcher at Ecole Normale Superieure, Paris; Associate Professor at University of Paris-Evry; and Professor at Ecole Nationale de Statistique et Administration Economique in Paris. Consultant for CEPAL, SELA and the European Commission. Mr. Winograd holds a Masters degree in Economics from Pontificia Universidad Catolica at Rio de Janeiro and a Doctorate in Economics from Ecole de Hautes Etudes en Sciences Sociales at Paris. He has published two books and about two dozen articles.


David Wood

BA in Politics from the School of English and American Studies of the University of Sussex, and Ll.B Law from the University of Buckingham in Great Britain. He was admitted as a Solicitor of the Supreme Court of England and Wales and of the High Court of Ireland. He is Deputy Head of the Media and Music Publishing Unit of the Directorate General for Competition at the European Commission in Brussels, where he also served as Administrator of the Transport and Transport Infrastructure Unit and as Principal Administrator of the Financial Services Unit.
