Gonzalo Arroyo

El Sr. Arroyo se desempeña como especialista "senior" en el Banco Interamericano de Desarrollo. Se dedica a temas de energía y en particular de electricidad, tanto en preparación de proyectos de inversión como de reformas, y especialmente en iniciativas de integración, como el Proyecto SIEPAC. Desde que inició la reforma del sector eléctrico en Inglaterra y Gales, a fines de los 80's, ha estudiado y externado opiniones sobre las dificultades que encaran los países de América Latina, y sobre todo los que tienen sistemas eléctricos pequeños, para implementar reformas similares. El Sr. Arroyo es ingeniero y cuenta con más de 30 años de experiencia.

Ulpiano Ayala

El Sr. Ayala es investigador asociado de la firma Fedesarrollo desde 1998. Entre los diferentes cargos y trabajos que ha realizado, podemos mencionar los siguientes: fue Vicerrector Académico y profesor de Economía Pública de la Universidad de los Andes, Bogotá, 1996-1998; se desempeño como consultor del Banco Mundial y del BID entre los años 1995-1996; fue investigador visitante de la Oficina del Economista Jefe del BID en Washington, 1994-1995; Viceministro Técnico de Hacienda y Crédito Público de Colombia, 1993-1994; Asesor del Ministro de Hacienda y Crédito Público de Colombia, 1992; Asesor del Consejo de Política Fiscal ( Ministerio de Hacienda) y de la Junta Monetaria ( Banco Central), 1990-1991; profesor e investigador de la Facultad de Economía de la Universidad de los Andes, 1975-1990; profesor e investigador de la Facultad de Ingeniería de la Universidad de los Andes, Bogotá, 1967-1970. Juan Benavides

Mr. Benavides conducts applied research, participates in project surveillance and provides support to operations in regulatory policy and contracting. Before joining the Bank, he worked for eleven years in the electric power industry. After 1995, he was an Associate Professor at Universidad de Los Andes (Colombia), and a consultant for multilateral and government agencies, investors, consultancies, and infrastructure firms in Latin America. Between 1995 and 1997, he was an Advisor to the Colombian Energy Regulatory Commission (CREG). He has worked in the fields of energy, telecommunications and transportation, being involved in projects encompassing institutional assessment, mechanism design, bargaining, pricing, and real options modeling. He has been a Visiting Professor at the University of Salamanca (Spain), and a Lecturer of the Doctoral Program in Economics of Universidad Nacional de Colombia. Benavides holds a first degree in Electrical Engineering, a second degree in Mathematics, and a Ph.D. in Energy Economics from the Pennsylvania State University.

Ashley Brown

Mr. Brown is an attorney admitted to practice in Ohio, Massachusetts, and the District of Columbia. He is Executive Director of the Harvard Electricity Policy Group at Harvard University. He is also Of Counsel to the law firm of LeBoeuf, Lamb, Greene and MacRae, 260 Franklin St., Boston, MA, 02110. Mr. Brown has also served as an arbitrator in matters relating to competition in telecommunications. Before his current activities, Ashley Brown served as Commissioner of the Public Utilities Commission of Ohio, appointed twice by Governor Richard F. Celeste, first for a term from April 1983 to April 1988 and for a second term from April 1988 to April 1993.Prior to his appointment to the Commission, Mr. Brown was Coordinator and Counsel of the Montgomery County, Ohio, Fair Housing Center. From 1979-1981 he was Managing Attorney for the Legal Aid Society of Dayton, Inc. From 1977 to 1979 he was Legal Advisor of the Miami Valley Regional Planning Commission in Dayton. While practicing law, he specialized in litigation in federal and state courts, as well as before administrative bodies. In addition, Mr. Brown has extensive teaching experience in public schools and universities.

Luis Cosenza

El Sr. Cosenza Jiménez nació en Tegucigalpa, Honduras en 1943. Se graduó de ingeniero electricista en la Universidad de Notre Dame, luego obtuvo su maestría en ingeniería eléctrica de la Universidad de Pennsylvania y finalmente su doctorado, también en ingeniería eléctrica, en la Universidad de Notre Dame. Regreso a Honduras en 1969, donde trabajo en la Empresa Nacional de Energía Eléctrica y en la Universidad Nacional Autónoma de Honduras. Preparó los programas de estudio de la carrera de ingeniería eléctrica para la Universidad, y en la Empresa de Energía Eléctrica ocupó varias posiciones, hasta alcanzar la Gerencia General.

En 1981 pasó a trabajar al Banco Interamericano de Desarrollo como especialista en energía, y posteriormente al Banco Mundial en la misma área. Desde su posición en ambos bancos, apoyó a varios países de América Latina y Africa en el desarrollo y transformación de sus sectores eléctricos.

En 1997 regreso a su país y entró a la arena política. Después del triunfo electoral del Presidente Maduro, pasó a ocupar en enero de este año la Secretaria del Despacho Presidencial, desde donde apoya la acción cotidiana del Gobierno.

Luisa Fernanda Lafourie

La Sra. Lafaurie nació en Barranquilla, Colombia. Es Economista de la Universidad Javeriana, con estudios de Post-grado en Finanzas y Alta Gerencia en la Universidad de los Andes.

Ha desempeñado diversos cargos en el sector público y privado, entre los cuales se destacan: Asesora Financiera y Comercial para Scudder Kemper-Termotasajero y Parsons de Colombia, Directora de Ventas de Carbones de Colombia S.A.- CARBOCOL; Viceministra de Minas e Hidrocarburos, cargo en el cual realizó la privatización de Carbocol y se adelantó la reforma al Código de Minas. En la actualidad se desempeña como Ministra de Minas y Energía de Colombia, y bajo su dirección se elaboran, planean, y ejecutan las políticas del Gobierno Nacional en materia de energía eléctrica, hidrocarburos y minería de la República de Colombia. Además preside las juntas directivas de empresas como: ECOPETROL, ISA, ECOGAS, ISAGEN, MINERCOL e INGEOMINAS.

Roberto Manrique

Mr. Manrique is a Senior Economist and Operational Project Specialist in the Basic Infrastructure and Finance Division 3 of the Inter-American Development Bank (IDB) in Washington D.C, where he has worked since 1994. Since then, he has led multidisciplinary teams responsible the development, appraisal and administration of infrastructure project loans, sector reform adjustment loans, and technical cooperation programs in Colombia, Ecuador, Jamaica, Guyana, Peru and Venezuela. He has also advised these and other governments in the Region on options for promoting private sector participation in infrastructure services. From 1992 to 1994 he served as Policy Officer with the Sector Lending and Policy Division of the Bank, where he structured and managed reform programs in Central America and the Andean Region.

Prior to joining the IDB, Mr. Manrique worked as an economist at the World Bank in Washington, D.C. where he helped to structure a public sector reform project in Argentina, and contributed to public sector modernization initiatives. He has also taught undergraduate courses in Economics. Mr. Manrique competed his masters and doctoral studies in Michigan, United States.

Pietro Masci

El Sr. Masci es Jefe de la División de Infraestructura y Mercados Financieros, del Departamento de Desarrollo Sostenible, Banco Interamericano de Desarrollo. De 1993 a 1998, se desempeño como Jefe de la División de Cofinanciamiento del Banco. Previo a su ingreso al Banco trabajó para el Tesoro Italiano y fue responsable por los programas de préstamos al exterior y de administración de la deuda externa. Anteriormente administró la Cartera Estadounidense de Fondos Mutuos de Inversiones Italianos, sirvió como Presidente del Comité de Auditoría y como miembro de la Junta Directiva de los Bancos Italianos. También trabajó con la Corporación Interamericana de Inversiones y el Banco Mundial. El señor Masci posee títulos en Ciencias Políticas y Económicas de la Universidad de Roma; diploma en Banca Internacional y Finanzas, de la Politécnica de Londres y un bachillerato en Finanzas de la Universidad de George Washington.

Rodolfo McDonald

Actualmente, el Sr. McDonald se desempeña como gerente general de la Asociación de Cogeneradores de Guatemala, coordinando la operación de generación de los ingenios azucareros; es representante del grupo cogenerador ante la Asociación Nacional de Generadores, asesor en el área de compra y venta de energía entre agentes en el mercado mayorista, consultor privado, integrante de la comisión del Mercado para la implementación del sistema de comunicaciones y control del Sistema Eléctrico Nacional, y representante suplente por parte de los agentes generadores en la actual junta directiva del Administrador del Mercado Mayorista. Representante de los generadores en la primera junta directiva del Administrador del mercado mayorista 1998-2000. Representante por los agentes generadores y moderador del foro para la elaboración de las normas técnicas y comerciales del Mercado Mayorista de Guatemala. Trabajó en el Instituto Nacional de Electrificación de Guatemala, INDE. de 1978 a 1986 en la áreas de operación, análisis operativo y despacho de carga. Asesor organismos internacionales en Guatemala, tales como Nreca, Banco Mundial, Fundación Solar y otros. Graduado de ingeniero electricista de la Universidad de San Carlos de Guatemala en 1979, Maestria en "Electric Power Engineering" de Rensselaer Polytechnic Institute, Troy, New York, 1980.

Jaime Millán

Mr. Millán is Principal Energy Economist at the Infrastructure and Financial Markets Division of the Sustainable Development department of the Inter American Development Bank. At present he is in charge of coordinating the implementation of the Bank's Energy Strategy and doing research and providing advisory services on the sustainability of power sector reform in the region. Since he joined the Bank Jaime has been engaged in supervising the economic inputs of energy projects, drafting the Public Utilities Policy and the Energy Strategy and initiating a program on sustainable energy. Previously he was president of Mejía Millán y Perry, a consulting firm and professor at the Universidad de los Andes in Bogota Colombia. Jaime holds a Ph.D. in Water Resources Planning from Colorado State University.

Enrique Moller

Mr. Moller is a Civil Engineer that has been President of the Comisión Nacional de Energía Eléctrica (The Electricity Regulator) of Guatemala since its inception in 1998. He was Director General of Energy in the Ministry of Energy and Mines in 1996 when the reform was been designed and as such acted as General Coordinator for the review of the Electricity Law proposal and its discussion in the Energy Committee of Congress, and for the elaboration of the bylaws of the Administrador del Mercado Mayorista AMM (The Electricity Pool). He joined Instituto Nacional de Electricidad (INDE) in 1978 as a Hydraulic Engineer and left in 1992 as Planning Manager.

Rafael Moscote

Mr. Moscote holds a BS in Electrical Engineering, from Massachusetts Institute of Technology, and a MS in Electrical Engineering from University of Wisconsin. At present, independent consultant in energy and public utility regulation. 1996-2001. Director, Ente Regulador de los Servicios Públicos (Public Service Regulatory Entity) in Panama. 1974-1996, several positions in the Latin America and The Caribbean Regional Office of the World Bank. 1993-96 Energy & Regulatory Advisor in the Technical Department; 1987-92 Infrastructure and Energy Division Chief; 1979-87, Energy Division Chief; 1978-79, Deputy Energy Division Chief; 1974-78, Energy Projects Engineer. 1961-1974, several positions in IRHE, Panama?s government-owned electric utility. 1968-74, General Manager, 1965-68; Deputy General Manager and Head of System Planning; 1964-65, Head of Operations; 1961-63, Electrical Engineer. 1968, Electrical Engineer, Panama Canal Company. 1959-61, Electrical Engineer, National Electrical Energy Commission. 1958-59, Electrical Engineer, Panama Power and Light company. 1961-74, part time Electrical Engineering, Physics and Mathematics professor at Panama?s National University.

Marta Ximenez de Rivera

Ms. Rivera has an engineering background and is part of the Board of Directors of Fundación Solar in Guatemala. In the last years, the main thrust of her interest has been in the development of the renewable energy area in Guatemala. Major work has been focused on hydro development, and concentrated in the last two years on policy work for renewable energy. Ms. Rivera has held several consultant jobs in Guatemala with Winrock International, the Ministry of Energy and Mines of Guatemala, OAS, related to renewable energy policy. Other contracts with USAID, Banco de Guatemala, and IDEEM have been related to financing and micro enterprise, and successful lobbying the Congress for law approval for guarantee fund for small and medium enterprise. In the financial area, she was General Manager of South Bank & Trust Ltd., an offshore institution, and worked in Washington D.C. in the Inter-American Development Bank for ten years in the Executive Board of Directors External Review and Evaluation Office. Currently is General Manager for the Rio Hondo hydroelectric project, in final stages of development .

Carlos Rufin

Assistant Professor (Management); A.B., Princeton University; M.A., Columbia University; Ph.D., Harvard University. Dr. Rufín teaches in the strategy area within Babson?s management division. His dissertation in Public Policy examined the political economy of institutional reform in the electricity industry, by means of a theoretical model, econometric analysis, and a comparison of the reform experience in Argentina, Bolivia, Brazil and Chile. As a consultant, he has advised foreign investors and lenders in the restructuring of the electricity industry throughout the region. In 1988, he assisted a major Chilean utility during its first tariff review after privatization. More recently, he worked on the valuation of generation assets in Panama, Nicaragua and Colombia as these assets were being privatized by governmental utilities, evaluated the reforms in Mexico?s natural gas sector, and advised the Argentine electricity regulator on the first review of electricity distribution rates after privatization. For international lenders, Dr. Rufín has examined financial risks involved in lending to newly-privatized electricity distribution companies in Panama. He is currently part of an advisory team to the Inter-American Development Bank on the sustainability of reform in the electricity sector in Guatemala.

Rodolfo Santizo

El Sr. Santizo es Viceministro de Energía y Minas de Guatemala Encargado del Area Energética, desde enero de 2000. Se ha desempeñado en diferentes cargos como: Presidente del Consejo Directivo del Instituto Nacional de Electrificación (INDE) (1996-2000); Consultor Privado para NRECA (1992-1996); Gerente de Operaciones y encargado de Varios Departamentos como: Generación, Ingeniería, Medición Eléctrica, Distribución y Construcción (1963 a 1991). Además ha desempeñado la docencia en la Universidad de San Carlos de Guatemala y Universidad Rafael Landivar de Guatemala. Graduado como Ingeniero Mecánico electricista en el año 1963, del Instituto Tecnológico de Estudios Superiores de Monterrey, Monterrey, N. L., México.

Evamaría Uribe

Mrs. Uribe is Colombia's Energy and Mines Deputy Minister. Former Energy Regulator and Chief of the Public Utilities Tariff's Board at the National Department of Planning, where Ms. Uribe was instrumental in the drafting, discussing and approval of the Colombian Power Sector Reform. Ms Uribe also worked as an economist at the Infrastructure and Financial Markets Division at the IDB.

Antonio Vives

Mr. Vives is Deputy Manager, Private Enterprise and Financial Markets , of the Sustainable Development Department, Inter-American Development Bank, where he also held positions as investment officer for private sector operations, operations officer, Operations Division Chief for several countries, Chief of the Advisory Office of the Operations Department and, most recently, Chief of the Infrastructure and Financial Markets Division at the Sustainable Development Department. Before joining the Bank, he was a professor at Simon Bolívar University and IESA Graduate School of Management in Venezuela, and has taught at Carnegie Mellon, George Washington and Virginia Tech Universities in the United States. He holds a degree in Chemical Engineering from Universidad Central de Venezuela, a Masters degree in Industrial Administration and a Doctorate in Finance (Corporate Finance and Capital Markets), both from Carnegie Mellon University (Pittsburgh, United States).

Nils-Henrik von der Fehr

von der Fehr is Professor of Economics at the University of Oslo where he teaches and performs research in electricity markets. He holds a PhD. In Economics from the University of Oslo and have lectured widely around the world, author of more than 30 papers and Referee of many prestigious international journals. Member of the committee for oversight of the Netherlands Electricity Market.

Ian Walker

Ian Walker is Director of ESA Consultores and Coordinator of the company?s Economic Analysis Division. He is a development economist with a Masters degree in economics and history from Oxford University in the UK. He has wide-ranging competencies in social, economic and financial analysis, in project design, in survey design and analysis and in the design and evaluation of macroeconomic and sector policies.

He has lived in Honduras since 1988 and in that time has designed and directed numerous primary investigations related to the economic and social modernization of Honduras and Central America. These include studies of the political economy of infrastructure modernization; willingness to pay surveys for improved water and sanitation conditions; and social and economic evaluations of small scale infrastructure projects, such as the Honduran Social Investment Fund (FHIS). During 2000-01 he has been Director of an Infrastructure Assessment for the Honduran Government and World Bank, funded by the PIAF facility, covering electricity, water, telecommunications and transport.

At a regional level he has participated in World Bank teams designing marginal barrio upgrading projects for Managua, Caracas and Guatemala City and in IADB and World Bank teams working on water and sanitation sector modernization in Honduras, the Dominican Republic, Venezuela, Guatemala and Panamá. His international experience covers the UK, Honduras, Nicaragua, El Salvador, Guatemala, Venezuela, the Dominican Republic, Panamá, Egypt and Turkmenistan (Central Asia).
