This manual provides a methodology for the design of e-government initiatives. It is a practical tool organized along inter-related development components, each of which includes a menu of proposed activities as well as recommendations. Many of the activities are illustrated by means of real-life examples, including case studies of experiences in Brazil, Argentina and Chile. The manual takes into account the institutional capacity for e-government development; incentives for citizens, businesses and workers to promote the use of ICT; content production and management of services for e-government; the development and management of technologies to support e-government initiatives; and the development of a legal framework to support e-government. The annex provides various proposed terms of reference for selecting consulting services to assist in the design of e-government initiatives.
