This paper proposes the inclusion of vulnerability within the risk management framework in the design of projects for IDB financing. The risk analysis would include minimizing potential negative impacts of the projects on the vulnerability to natural disaters in affected areas, and the adoption of adequate preventive measures to ensure that project objectives are attained.
This paper will serve as background for the development of guidelines to assist Bank specialists to take risk management into account when preparing projects in 10 sectors (health, education, water and sanitation, transport, energy, housing, agriculture and natural resources, micro and small enterprises, medium and large enterprises, and modernization of the state).
The topics addressed are: a description of the problem of risk, current risk management practices and a checklist of instruments to address those problems. The checklist will cover the following topics:
- Identification of vulnerability and its causes (structural and nonstructural, administrative, organizational)
- Sector strategies to reduce risk, zoning, building codes, etc.
- Risk reduction through improved information, participation and training
- Financial protection through economic incentives, insurance, special funds, conditional lines of credit and foreign assistance
