Agricultural Biotechnology and Rural Development in Latin America and the Caribbean, Implications for IDB Lending

This working paper, prepared by the Rural Development Unit
with the assistance of several experts and after a series of regional
consultations, tackles one of the key issues in agricultural development facing
the region. Agriculture biotechnology has the potential of being a key instrument
for agricultural research in Latin America and the Caribbean.
The paper concentrates on the potential for biotechnology
research to benefit consumers and producers of food in the region, including
its contribution to reducing poverty, protecting the environment, providing
food security and improving food safety. It also addresses biosafety
considerations and consumer acceptance issues.
The study analyzes the need to increase investments in
agricultural research as well as to strengthen biosafety and intellectual
property. It includes policy suggestions regarding agricultural biotechnology
issues in IDB funded programs.
