Open communication during Policy implementation

BACKGROUND INFORMATION ON THE CONSULTATION PROCESS AND RELEVANT DOCUMENTATION

The consultation of the Policy was based on a Consultation Plan which laid out and communicate to the Bank and the Public the main objectives of the consultation, the mechanisms used, methodological and organizational aspects, and an implementation schedule of the consultation process.

Phase 1: Electronic consultation on the Advanced Policy Profile (April-June, 2004).

This consultation was directed at a large number and wide spectrum of individuals and public and private entities, including governments, NGOs, civil society organizations, academia, and private sector. Its scope was national, regional and extra-regional. The consulted document was distributed electronically to more than 850 recipients, and was posted in the Policy Consultation web-site.

Phase 2: Electronic consultation and regional and extra-regional consultation meetings on the Draft Environment and Safeguards Compliance Policy and the Draft Implementation Guidelines (November, 2004 -March, 2005)

The Draft Policy was posted in the Bank s website for consultation on November 14th, 2004), allowing 114 days for comments until closing of the electronic consultation (March 8th, 2005). The draft implementation guidelines were posted for 50 days, before closing the electronic consultation.

Four regional consultations (Barbados, Rio de Janeiro, Panama and Lima), and two extra-regional consultations (Washington D.C. and Brussels) were programmed during the first quarter of 2005. The distribution lists totaled 583 entries for the regional consultations and 274 entries for the extra-regional consultations. The lists included public and private entities, civil society (regional and extra-regional NGOs and civil organizations), private sector and academia. The Draft Policy was distributed more than 75 days ahead of the first regional consultation, allowing the necessary time for review before the consultations. The regional consultations were led by a external facilitators and structured in such a way as to facilitate the participation of the attendants. The total number of participants in the consultation was: 187 participants in the four regional consultations; and 41 participants in the extra-regional consultations.
