The assessment was undertaken over a six-week period by two national consultants within the context of the Fourth Country Programme for Madagascar (1999-2003). Its findings were intended to be used as a basis for determining execution modalities for the country programme. The options considered were: exclusive national execution; UNFPA supported national execution; exclusive international agency execution; joint international agency and government execution. Most of the institutions analysed had already executed projects for UNFPA in the past. Others were considered potential executing agencies.
