Selecting 10 Challenges The list of 16 Challenges was subsequently submitted through an electronic survey to approximately 1800 people in the region. Every single country in LAC was represented in the survey. With the survey results, the project team defined a ranking of the 10 most important challenges. The Gross List

For the purpose of constructing the gross list of challenges that will subsequently become the subject of the “solution papers” and “alternative views,” we initially conducted a series of internal workshops with Bank’s experts, complemented with a series of virtual workshops with experts from academia and other international organizations. As a result we prepared a list of challenges facing LAC that were summarized in 16 headings and complemented with short descriptive bullets aimed at briefly describing the nature of the problem.

These 16 general problem areas included:
