Final Ranking of the Challenges
Roundtable in San Jose Costa Rica: October 22-24, 2007
During three consecutive days in October, the Expert Panel discussed and assessed the ten challenges and the various solutions and opportunities presented to resolve them. The solution paper authors and alternative paper authors presented their findings to the Panel. After each presentation, the Panel met in closed sessions to discuss and rank the different solutions.
During the final stage of the exercise, the Expert Panel ranked all the solutions and created a list of the best overall opportunities with their associated monetary costs and benefits. This list is presented below, along with the ranked list created by the Youth Forum participants.

Top 10 proposals in ranking produced by the economists of the Expert Panel:
- Early childhood development
- Fiscal rules
- Increase investment in infrastructure, including maintenance
- Policy and program evaluation agency
- Conditional cash transfers
- Universal health insurance: basic package
- Nutrition programs for preschool children
- Crime prevention through environmental design
- Replace taxes on formal employment with other taxes
- Adopt policies and services to reduce transaction costs for trade

- Nutrition programs for preschool students
- Nutrition programs for poor children
- Conditional cash transfer programs for education
- Increase access to healthcare
- Improve efficiency and equity of public spending and taxes
- Conditional cash transfer programs to combat poverty
- Efficiently spend at least 3-6% of GDP on infrastructure
- Increase the level of political party and party system institutionalization
- Improve performance and cut corruption in regulation, taxation, and government procurement
- Adopt policies and services to facilitate trade
