The Expert Panel
The expert panel will consist of nine highly esteemed economists, four of whom will be world-renowned academics and professionals of Latin-American origin.
These economists will be responsible for assessing and discussing the solutions papers presented for the challenges, as well as the papers presenting alternative views for the challenges. They will convene to eventually rank the final results.
It is important to the success of the project that the panel be comprised of economists, because we will apply a purely economic approach to ranking the challenges and their relevant costs and benefits. This methodology is derived from a branch of the field called “welfare economics.”
Ideally, an applied social welfare function should be utilized in the assessment. A practical approach is that the experts assume the role of the social planner and thus aim to use a representative social welfare function for ranking the challenges. The ranking of opportunities will ideally utilize a net present value of each project and their inherent opportunities.
