EDUARDO FERNANDEZ- ARIAS is the Economic Advisor of the Regional Operations Department I of the Inter-American Development Bank ( Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay). Prior to that, he was Principal Economist of the Research Department at the same institution and Research Economist of the International Economics Department of the World Bank. Mr. Fernández-Arias received a Ph.D. in Economics, as well as an M.A. in Statistics, from the University of California at Berkeley. His publications cover a range of analytical and empirical work on a variety of topics, including financial integration and capital flows, financial crises, and economic reform and growth.
