Objectives
The Danish Trust Fund for Consulting Services, established by the Ministry of Foreign Affairs in April of 1994, has the objective to finance on a non-reimbursable basis Technical Cooperation in all sections of activities sponsored by the Bank.

Scope of Services: Preference is given to the following activities: Prefeasibility and Feasibility studies, including environmental impact assessment; Project appraisal; Implementation and Supervision Preliminary Training, institutional support or other technical services.
Technical assistance related to the rehabilitation of existing project experiencing difficulties. Within the prefeasibility studies, preference shall be given to agroprocessing Industries, fish processing Industries, Infrastructure, Urban Development, transportation, energy, environment, water treatment, health and education.

This fund is partially tied, allowing the hiring of consultants from beneficiary countries with up to 20% of the resources of the fund, especially to promote local expertise and transfer of technology.

Social Reform
Implementation (Regional)
A successful study was financed by the Danish and the UK Funds, involving the elaboration of guidelines related to the establishment of an agenda for Social reforms policy in Latin America.

As well the project looked at the implementation of an updated selection of benchmarks to be used in the decision making process for social reform policies. That project originated another Technical Assistance aimed at studying all macroeconomics possibilities and constraints for the achievement of social reforms.
PURE Program (Haiti) An integrated economic study was carried out for the Haitian Government in order to prioritize coherently the efforts of a comprehensive recovery program financed with a US$ 66 millions loan by the Bank.

The program called PURE (Emergency Economic Recovery Program) is a complex operation, with the objective of sustainable rehabilitation of the infrastructure, transportation, water and agriculture sectors in Haiti. The activity financed with by the Danish Fund was very useful in the definition of the real necessity in terms of shore sore management.
Future Projects Developments

 

The Bank considers the role played by the Danish Fund in the mentioned sectors a first level performance as well by beneficiary countries. The future pipeline for the Fund include actions in the fields of social and youth development where Denmark its a leading country in terms of experience and know-how. As an example, a survey on low-income housing is expected for 1997 in Guatemala and Costa Rica.

Actions in traditional sectors such as Energy will also be developed, especially in regard to an integrated multinational collaboration related to feasibility study for Electrical Interconnection of Central America. This study is connected to another operation regarding the electrical interconnection between Mexico and the others Central American countries, which is currently under the analysis by the Danish authorities for possible financing by the Fund in 1997. Both projects are considered important stages of a huge Regional integration strategy, which corresponds to one of the Bank's Eight Replenishment priorities.

Other two interesting projects are being planned for the infrastructure sector. The first is a watershed management project in Equator; the second is a study for port improvement in Kingston, Jamaica, which final investment may be financed directly by the Inter-American Investment Corporation to a private sector utility company.
