"reconstruction must not be at the expense of transformation" Stockholm, SwedenOn May 25-28, 1999 in Stockholm, Sweden, the Inter-American Development Bank chaired a meeting of the Consultative Group for the Reconstruction and Transformation of Central America, a campaign launched to raise aid for the countries devastated by Hurricane Mitch. The meeting provided government officials, donor representatives, NGO's and academicians with a forum to discuss the key issues relevant to effective reconstruction and transformation in Central America: Transparency and Good Governance, Ecological and Social Vulnerability, Decentralization and Local Development, Trade, Migration. The international donor community was also given the opportunity to discuss and indicate their financial support for the reconstruction plans drafted by Honduras, Nicaragua, Guatemala and El Salvador, as well as to consider how to help Costa Rica, which opened its borders to thousands of refugees after the hurricane. |
