Reconstruction must not be at the expense of transformation"

On December 10-11, 1998, just a few weeks after the unprecented disaster resulting from Hurricane Mitch, the Inter-American Development Bank organized a Consultative Group meeting for the Reconstruction and Transformation of Central America.

The Presidents of the Central American countries stressed that the tragedy of Hurricane Mitch was a unique opportunity to rebuild not the same, but a better Central America. They acknowledged the quick and generous contributions for emergency relief and recovery received from governments, international organizations, NGO’s and private individuals. They also provided detailed information on the destruction and losses suffered in each of their respective countries.

The meeting in Washington was followed by a Consultative Group meeting in Stockholm on May 25-28, 1999 organized by the Bank and co-hosted with the Swedish Government.  A series of principles were outlined in Stockholm for the effective implementation of National Plans for Reconstruction and Transformation, including: improving transparency and good governance, decentralization and municipal participation, reducing ecological vulnerability, poverty alleviation and the strengthening of democratic institutions and the rule of law.

As a follow-up to the meeting in Stockholm, Consultative Group meetings have been held for Honduras and Nicaragua in order to review the progress in implementing their respective National Plans.  Documents from these meetings can be found by following the links below.
