Summary of the Request

The Request sent to ICIM describes harm to the population of the area of the Una River Basin generated by constant floods they are experiencing since 2005. The Request cites the lack of maintenance of the infrastructure funded by the Project; the non-realization of additional works foreseen in the context of the project; and the ineffectiveness of the civil oversight body.

The Requesters indicate that the situation has intensified as a result of the increasing deterioration of the infrastructure. The Requesters state that they wish the Request to be considered by both phases of the ICIM process.

MICI actions

The Requests is in process of determination of eligibility by the Committee and it is expected that the corresponding memorandum of eligibility will be issued on March 3, 2014.

On March 5, 2014, the Request was declared ineligible by the Eligibility Committee for not complying the requirements of paragraph 40 subsections (h) and (e) of the Policy, the last one in reltaion to the exclusions contained in paragraph 37 subsections (f) and (i).

On March 10, 2014, the Request was transferred to the Compliance Review Phase as indicated by the Requesters for determination of eligibility. After a process of review, the Panel declared the Request ineligible on April 8, 2014 due to the application of the exclusion 37 (f) of the ICIM Policy related to requests dealing with Bank-Financed Operations that are filed after twenty-four (24) months of the last disbursement.
