Types of Financing

The IDB Group uses loans, grants, guarantees and investments to fund development programs.

CO0182 : Potable Water and Sanitation Pereira

Project Description: This two-phase program seeks to support the Pereira Water and Sewer Corporation (AAP) by: (a) fostering AAP's operational and financial Sustainability, so that it has transformed itself into a mixed public-private corporation by year-end 2002; (b) interesting the private sector in building and operating a sewage-treatment plant; (c) achieving more efficient water distribution; (d) piping water to new settlements in the city, including low-income neighborhoods; and (e) improving the urban development. The four subprograms are: (a) AAP corporate development and private-sector involvement; (b) investments for waterworks; (c) investments for sewers, to be implemented during phase one; and (d) investments for sewers, to be implemented during phase two. The first subprogram consists of three components: (a) the hiring of an accelerated integrated corporate management development (DIAGE) operating company for the AAP; (b) downsizing, a voluntary AAP retirement program (to be paid for with local funds); and (c) fostering private-sector involvement that will help finance works to prepare for the hiring of the DIAGE firm and produce studies for the construction and operation of the sewage treatment plant. The second subprogram has two components: (a) installation of system meters in water treatment plants, distribution tanks, and water mains, detection and repair of leaks, installation of home meters, and construction of water distribution tanks; and (b) installation of conveyance mains and distribution lines for water delivery. The third subprogram funds three components: (a) cleanup of creeks; (b) resettlement of 137 families living on land on which sewers will be built, compensation to 170 families on whom the work will have some impact, and studies to produce the final resettlement plan that takes effect during the second phase of the sewer work; and (c) erection of environmental protection structures along creeks where interceptor sewers will be built, preparation of an environmental management plan for the Otún River middle and upper watershed, and environmental education projects. The fourth subprogram, to be executed during the second phase consists of three components that will improve the state of Pereira's rivers by taking sewage and storm water to the edge of the built-up area for eventual conveyance to the treatment plant. These are: (a) cleanup of rivers; (b) resettlement of 150 families that stand to be affected by the interceptor construction; and (c) environmental education and protection.
