The full range of Library Services is offered to Bank staff, consultants, interns and to retirees residing in the Washington, D.C. area.

The Library reserves the right to suspend patron services if lost materials are not replaced or there is no timely response to reminders.

Loans are personal and the patron is completely responsible for the borrowed material. It is possible for assistants, secretaries or other designated staff members to borrow on behalf of their supervisor, cases in which the material will be charged to the supervisor. The maximum loans per person are:

• Consultants and Bank staff - 30 titles
• Interns and Retirees - 4 titles

The Library reserves the right to request the return of borrowed materials. It is recommended that loans are brought to the Library before going on vacation or on official mission.

• Books - Consultants, employees and retirees - 30 days
• Interns - 14 days

(Except for Reference Collection, like dictionaries, encyclopedias, directories, etc., as well as unique books or single copies of the IDB Collection that don't circulate)
• New acquisitions - 14 days

(Materials published during the current year, integrated into the Library in the last month).
• Journals and Yearbook - 7 days

(Except the latest issue of any title of the Yearbook Collection which should remain in the Library).
• Audiovisuals - 14 days
• Long-term loans - 1 year

(Require to be approved by the Library Chief and apply to certain materials purchased with departmental funds).

Patrons can make a hold request when the material is on loan. The requested titles will stay in reserve for 7 days at the Circulation Desk, after that time the hold request period ends and all the materials will be returned the shelves. If more than one patron requests the same item, a waiting list is generated according to the application date.

Renewals are done only for materials not requested by another patron. A loan can be renewed twice, after that the patron must return them and request a new loan cycle. In the case of Long Term Loan, the material should be brought for renewal.

Materials could be returned in person at the circulation desk of the Library, or to the return box, at the entrance of the Library. In this case, materials will be discharged from the system the next morning.

Note: The Library is not responsible for any material returned through Inter-Office mail and we advise against this route.

A loan becomes overdue when not returned to the Library on the assigned date. After that date the patron will receive up to 4 email claims. Failure to respond to the notice will result in the Library considering the item lost and in accordance with the procedure established for lost material, the patron will receive an invoice for the replacement cost.

This service allows for patrons to have access to materials not available in the Library's collections. The terms of loans and renewals are determined by the lending library and not by the Felipe Herrera library staff. The replacement costs for damage or loss of interlibrary loans are defined by the lending library and will be charged to the responsible patron.

The maximum number of active ILL loans is 5 per patron. There is no restriction on the number of articles. Interns may only request articles and if they need books, these should be requested by their immediate supervisor. If the material is not picked up after 7 days, it will be returned to the lending library. Materials will not be renewed after the due date.

Patrons are responsible for the care and proper treatment of all materials borrowed in their name. The Library reserves the right to evaluate and express to the patron the condition of returned items. If the material needs to be bound as a result of patron's negligence, the patron must pay the cost incurred. The patron responsible for deteriorated or lost materials will pay its cost plus a processing fee of $ 25 per title.

If a staff member retires or finishes his/her contract with the Bank, all borrowed materials should be returned before the Separation Clearance is processed. The replacement cost of not returned loans will be deducted from the final check. The payment of the bill should be made with a check payable to "IDB", delivered personally to the Circulation Desk or, if not possible, mailed to The Felipe Herrera Library with attention to Circulation.

The use of electronic resources provided by the Library is governed by license agreements negotiated between the Library and intermediate suppliers. Only authorized patrons (consultants, employees, interns and retirees) may have access to subscribed resources to view, print, download and copy the contents without restrictions on their use and application in their work for the Bank.

License agreements prohibit large-scale downloading of articles and their commercial use. Providers have the capability to track the use of electronic resources to ensure compliance with the terms and licensing agreements as well as to detect the direction of the equipment that performs. Sharing passwords with unauthorized patrons may result in suspension and revocation of privileges in the use of the Library.

Likewise, download of whole journals issues; the creation of large bibliographic databases or other files and the systematic download of contents either manually or with specialized software is not allowed.

The mistreatment of these resources may result in termination of the license agreement and the risk of litigation and loss of resources for other patrons. Access to Library's e-resources is a privilege to be valued to protect the rights of the community of the Bank.
