Japan Special Fund (JSF)

Main Characteristics

JSF is a non-reimbursable technical cooperation trust fund.

JSF is a fully untied trust fund. The consultants hired to fulfill JSF approved projects may come from any IDB Member Countries.

    Special Requirements:

  • The proposal should be identified as a priority in the IDB Country Strategy.
  • In principle, the executing agency will be a governmental entity (federal, state or local).
  • A minimum of 20% of the Local Counterpart funding (including in-kind contributions) is required.

Activities

    Project Data:

    As of the end of 2003, the Bank has approved 232 technical cooperations in all IDB borrowing member countries for US$176.3 million. During 2003, the Bank approved 13 JSF projects for a total of US$6.8 million.

    Since JSF was established, 58 % of these operations supported the social sector; 15% focused on infrastructure; and 4% involved productive projects. A & B countries received 29.2% of the financing while C & D countries received 59.5% of the support and the remaining percentage benefited Regional projects.

    Business Opportunities:

    Consultants for JSF are to be selected and contracted in accordance with the Bank's procurement rules and regulations.

    For projects over US$200,000, the Bank requires international open bidding. For this purpose, an announcement should be posted in the "Development Business" published by United Nations and the IDB Internet website. In the case of projects under US$200,000, consultants may be selected from a short list prepared by the Bank and the beneficiary country.

Eligibility

All JSF projects must be consistent with the IDB Country Strategy.

    Country:

    All IDB borrowing member countries are eligible.

    Sector:

    All sectors are eligible with preference of social and environmental projects.

    Type of Assistance:

    Loan preparation, loan implementation, and pilot project are eligible with preference to loan related projects.
