The Japan Special Fund (JSF)
In 1988 the Government of Japan established the Japan Special Fund (JSF) to help develop social and economic growth in borrowing member countries of the IDB (the Bank). The JSF provides financing to technical cooperation projects mainly in social and environment sectors. It is the largest trust fund administered by the Bank. In 2003, the Government of Japan contributed 192.2 million Yen (US$1.6 million) to the JSF bringing the total contribution to 25,300.2 million Yen.
The JSF Poverty Reduction Program (JPO)
The JSF Poverty Reduction Program (JPO) was established by the Government of Japan in 2001 with the amount of US$30 million. The JPO provides financial support in terms of technical cooperation for poverty alleviation activities carried out by borrowing member countries such as:
(a) Supporting well-targeted poverty reduction and social development activities that have a direct impact on the population affected by poverty and those vulnerable groups that are socially and/or economically disadvantaged;
(b) Stimulating the capacity of the poor to help themselves;
(c) Stimulating widespread stakeholder participation at the community level; and
(d) Providing a systematic impact on operations and programs in borrowing member countries towards sustainable poverty reduction.
The Japanese Trust Fund for Consultancy Services (JCF)
The Japanese Trust Fund for Consultancy Services (JCF) was established by the Government of Japan in 1995. The JCF provides financial assistance for technical cooperation activities in order to promote cooperation and knowledge transfer from Japan by utilizing the Japanese consultancy expertise. It also finances the fees and related travel expenses of consultants or organizations performing assignments in support of Bank activities.The JCF provides financing to technical cooperation projects in sectors where Japanese expertise is available. The JCF has become the largest of the 28 smaller funds established within the TC funds program managed by the IDB. In 2003, the Government of Japan contributed 211.0 million Yen (US$1.8 million) to the JCF bringing the total contribution to 3,267.4 million Yen.
