Japanese Trust Fund for Consultancy Services (JCF)

Main Characteristics

JCF is a non-reimbursable technical cooperation trust fund.

JCF resources are semi-tied. The fund finances consulting services of Japanese nationals or firms. Japanese consulting firms may engage the service of consulting firms and/or individual consultants that are nationals of the Bank's borrowing member to perform services under their supervision.

    Special Requirements:

  • The TC proposal should be identify as a priority in the IDB Country Strategy.
  • The executing agency will be the IDB.
  • A minimum of 20% of the Local Counterpart funding is required (including in-kind contributions)
Activities
    Project Data:

    As of the end of 2003, the Bank has approved 103 technical cooperations for US$23.1 million. During 2003, the Bank approved seven projects worth US$2.5 million primarily in transportation and water & sanitation.

    Since JCF was established, 45.2% of these operations supported the social sector; 29.5% focused on infrastructure; and 5.6% involved productive sector. A & B countries received 28.1% of the financing while C & D countries received 45.5% of the support and the remaining percentage benefited Regional projects.

    Business Opportunities:

    Japanese Consulting firms may engage the services of specialists who are nationals of IDB borrowing member countries to perform services under their supervision.

    Consultants for the JCF are to be selected in accordance with the procurement rules and regulations of the IDB regarding selection and contracting.

    For projects over US$200,000, the Bank requires international open bidding. For this purpose, an announcement should be posted in the "Development Business" published by United Nations and the IDB Internet website. In the case of projects under US$200,000, consultants may be selected from a short list prepared by the Bank and the beneficiary country.

Eligiblity

All proposals must be consistent with the IDB Country Strategy.

    Country:

    All IDB borrowing member countries are eligible.

    Sector:

    All sectors are eligible. But past JCF projects have successfully utilized Japanese expertise in:

    • Environment
    • Water and Sanitation
    • Health
    • Infrastructure

    Type of Assistance:

    Loan preparation, loan implementation, and pilot project are eligible with preference to loan related projects.

    Consultants Nationality:

    The primary contractor of consulting services is limited to consulting firms or individual consultants that are nationals of Japan. In case necessary, Japanese consulting firms may engage the service of consulting firms and/or individual consultants that are nationals of the Bank's borrowing member to perform services under their supervision.
