Public Policy and Transparency Network
The Public Policy Management and Transparency Network have charted a valuable course in studying the status of the region's civil service systems. At the end of this important period of the discussion cycle on civil service systems, and bearing in mind the priority of strengthening public sector management, with an emphasis on managing for results, the issue that has been selected for the new cycle is fiscal policy effectiveness. The Regional Policy Dialogue will support the new stage of the Network, in coordination with the IDB Program to implement the external pillar of the Mid-Term Action Plan for Development Effectiveness (PRODEV), recently approved by the Board of Executive Directors.

The significance of this issue becomes clear when bearing in mind that government effectiveness depends on, among other things, disciplined allocation of resources based on performance and concrete results. Budget processes that monitor execution, based on performance, have become the preferred method of allocation since the incentives tie in with the need to produce results. Many countries in the region have budget processes that do not link the use of resources to results, to the detriment of sound national plans and good public policies. During this new stage, the objective of the Network's efforts will be to strengthen countries' capacity to manage for results by sharing knowledge, experiences, and good practices with respect to the design, execution, monitoring, and evaluation of policies, strategies, programs, and projects in a manner consistent with the efficient use and allocation of public-sector resources.
