Fernando Carrillo-Flórez
is senior advisor in the IDBs State, Governance, and Civil
Society Division. A native of Colombia, Carrillo studied law and
socioeconomics at the Pontificia Universidad Javeriana in Bogotá.
He holds master's degrees in law and public finance from Harvard
Law School and in administration and public policy from Harvards
John F. Kennedy School of Government.
Carrillo has taught
constitutional law, political science and law and economics at
Universidad Javeriana, Universidad Los Andes and Universidad Rosario,
all located in Bogotá. He has published widely in the areas
of law and economics, judicial reform and governability in Latin
America.
Carrillo served as
presidential advisor on institutional reform and as minister of
Justice during the government of César Gaviria. In 1991,
he was elected a member of Colombias Constituent Assembly
and its national congress. He joined the IDB in 1994.
