Central American countries set out to improve air transport safety

Prior to coming to the IDB on a special two-year assignment, Joan Bauerlein was the Director of International Aviation at the U.S. Federal Aviation Administration for 11 years. Her office provided technical assistance to more than 60 countries to help them address aviation safety and operations problems. During that time, air traffic in Latin America and the Caribbean grew exponentially. Since the relationship between the FAA and its counterparts in Latin America was not well developed, Bauerlein focused on increasing the FAA's assistance and work in the region. "During my visits with national aviation authorities in Latin America, I learned that financial constraints are one of the principal impediments to making improvements in safety oversight," Bauerlein said. "It is very satisfying to work on an IDB project that will help to ease those constraints, because a more competitive air transport sector will ultimately pay dividends in the form of increased tourism and trade for participating countries."

Prior to her international work at FAA, Bauerlein was the agency’s deputy budget director and its assistant administrator for Congressional Affairs. She also worked in the FAA’s Flight Standards Safety Office. Before then Bauerlein worked for the Federal Highway Administration and the National Transportation Safety Administration, and she served as an advisor to current Secretary of Transportation Norman Mineta when he was a member of the U.S. Congress.
