Each year, the IDB's lending program generates thousands of contracts for consulting services for firms and individuals in the Bank's member countries. In 1999 alone, agencies executing Bank-financed projects in Latin America and the Caribbean awarded over 9,000 contracts for consulting services, worth $307 million, to companies and individuals from the Bank's member countries.

Executing agencies in Latin America and the Caribbean administer the procurement of consulting services for the projects they manage, including pre-qualification, the short-listing of prospective bidders, and negotiation of terms with proponents of proposals ranked highest in technical merit. Each phase of the process is reviewed by personnel at the IDB's Country Offices.

The IDB and the World Bank maintain a joint roster of consulting firms (defined as entities with five or more full-time professional employees), known as the DACON register. Although regsitration is not a prerequisite for participation in any IDB-financed procurement, borrowers and officials of both banks refer to the register to review the qualifications of consultants. Firms may register online (at no cost) by visiting the DACON registration Web site.

Individual consultants (including firms with fewer than five employees) may register with the IDB in a separate system, maintained independently by the Bank. Copies of the Individual Consultants Registration Form may be obtained by contacting the Bank's Procurement Policy and Coordination Office in Washington.
