GENERAL DESCRIPTION: The objective of this program is to improve the
quality, efficiency and equity of education at the
lower secondary level (grades 7, 8 and 9). The
program is designed to assist the government in a
reform of secondary education whereby a new operating
and administrative model will be adopted for secondary
schools, a sustainable policy will be developed to
train and retain human resources, and a new approach
to central management will be adopted in support of
the new schools.
The program will be divided into the following
components: (a) improving the quality of secondary
education, which includes reviewing and updating
curricula and implementing the new school operating
model nation-wide, distributing 450,000 textbooks and
teaching equipment to schools, renovating and
expanding school buildings and conducting studies and
evaluations; (b) basic and advanced teacher training,
which includes training for trainers, a national
training and upgrading program for 2,400 teachers,
infrastructure, equipment and startup of regular
training centers in department capitals in the
interior, and studies and evaluations; and
(c) modernizing the administrative management of the
Administraci¢n Nacional de Educaci¢n P£blica (ANEP)
and of the Board of Secondary Education.
CONSULTANTS: Consultants will be hired to: (a) help identify,
select and procure materials; (b) monitor eight
secondary schools; (c) administer basic and advanced
teacher training, which includes training trainers and
teachers, and supply logistical support for the
creation of teacher training centers; (d) conduct an
in-depth diagnostic study of the Instituto de
Profesores Artigas (IPA) and formulate an action plan
for the institute's reform and modernization and the
schedule for its implementation; (e) monitor the
efficiency and efficacy of the training; (f) set up an
independent consultative committee of three senior
experts in the fields of educational management,
organizaiton and methods, and systems analysis;
(g) conduct a diagnostic study of the present
organizational and functional structure of the
Administraci¢n Nacional de Educaci¢n P£blica (ANEP);
(h) perform an analysis of the present data-gathering
system and ANEP's requirements, and design a new
information system; (i) develop an upgrading program
involving reassignment of available human resources
and retraining; and (j) create an evaluation system
for the performance of lower secondary education.
GOODS & EQUIPMENT: The following goods will be purchased: 450,000
textbooks; 128,000 library books; 200 computers;
370 educational software packages; 100 educational
videos and 560 tapes, miscellaneous equipment and
materials for each secondary school (bulletin boards,
globes, instructional materials, etc.); 200 telephone
lines for setting up an e-mail network; teachers
guides or manuals; brochures and other information
materials on teaching resources; furniture for schools
and training centers; and hardware and software for
ANEP's central office.
CIVIL WORKS: The program will finance construction of 93 new
classrooms at 18 existing secondary schools and 72
classrooms in new schools, as well as infrastructure
for four teacher training centers.
