GENERAL DESCRIPTION: The purpose of this program is to bring post-basic
technical and vocational training in line with labor
market requirements and improve the quality of educa-
tion through reform of the executing agency, the Consejo
Técnico-Profesional (CETP) (Technical and
Vocational Education Council).
The program comprises the following components: (a) institutional reform
of the CETP, streamlining and rationalizing it in order to change the
technical and vocational education system insofar as its structure,
academic and administrative standards and organization, management
capacity and services offered are concerned; (b) improving the quality of
education through curricular development and design, human-resource
training and supply of teaching materials and libraries; and (c)
developing infrastructure and equipment, including rehabilitation of the
physical facilities of nine schools and construction of one new school,
supply of teaching equipment for 14 schools and installation of
computerized systems to enhance the management, administrative and
planning capacity of the schools and the central administration.
CIVIL WORKS: The main civil works to be financed with the resources of this
project comprise rehabilitation and expansion of several
schools. Publication of specific procure-ment notices for the
works is slated to begin during the second quarter of 1994.
GOODS AND EQUIPMENT: The following items will be procured by international
public bidding: equipment (including computers and
audiovisual materials); and teaching material for
libraries. Calls for local bids will be issued for the
purchase of furniture. The specific procurement notices
will be published from the second quarter of 1994 until
1997.
CONSULTANTS: Consulting firms will be hired for a total of approximately
663 consultant/months, of which 539 consultant/ months will be
international consultants and 124 consultant/months will be
local consultants. The con-sultants will assist in the
preparation of studies and the institutional strengthening of
CETP. The program Coordinating Unit will be assisted by the
UNESCO Regional Office for Education in Latin America and the
Caribbean.
