GENERAL DESCRIPTION: The objective of this nonreimbursable technical
cooperation is to promote dialogue among the countries
of the Central American isthmus in order to identify
career education strategies. These strategies will
have to foster cooperation among countries and
contribute to increasing the competitiveness of their
economies, as well as helping their populations enter
and remain in the work force.
The following activities will be financed:
(a) strengthening the capacity for effective dialogue,
including preparing the political, technical and
administrative groundwork for implementing the
project, and developing concepts and information on
the mechanisms for facilitating dialogue among the
countries on career education; (b) preparing an
analytical frame of reference for career education,
including analyzing the supply of and demand for
employment and skills and comparing that with
education and social policies, defining spheres of
cooperation and formulating regional policies on
career education, and analyzing the main institutions
involved in career education so as to focus on their
potential for modernization; and (c) exchanging
experience and defining lines of action, including
drawing up plans for cooperation and dialogue in the
areas of serving microenterprises and small
businesses, finding mechanisms to secure and transfer
technology, determining the supply of and demand for
employment and skills, and defining national career
education systems.
CONSULTANTS: A technical coordinator consultant specializing in
career education will be hired for technical project
activities, and a project outreach consultant will
direct project identification and preparation in the
countries. Consultants specialized in career
education will act as facilitators in the workshops
held under the project. International specialists
will be invited to give occasional talks on technical
topics. Consultants will be hired to conduct a
diagnostic study on labor market dynamics and analyze
six main vocational training institutions.
