GENERAL DESCRIPTION:    The objective of this nonreimbursable technical
                        cooperation is to support human resources training in
                        the management of public sector restructuring and
                        rationalization processes, with particular emphasis on
                        the formulation and implementation of public policies
                        in the economic and social areas.

                        The program will consist of: (a) training for 60 high-
                        level professionals (30 from the region and 30 from
                        Venezuela) in the areas of public management and
                        policy analysis; (b) applied research carried out by
                        professors and participants; and (c) dissemination of
                        research findings and promotion of public debate in
                        related areas through publications and events.  

GOODS & EQUIPMENT:      Teaching materials, books and publications will be
                        purchased for program participants.
