GENERAL DESCRIPTION:    The objective of this nonreimbursable technical
                        cooperation is to promote education reform in the region
                        over a sustained period.  Its immediate goals are to:
                        (a) place education reform high on the policy agenda of
                        countries throughout the region; (b) develop a national
                        process of discussion and debate on education policy in
                        selected countries; (c) broaden the constituency for
                        education reform by involving groups that have a stake
                        in education policy but which have not traditionally
                        participated in shaping it; (d) apprise individual
                        countries of experiments and reform elsewhere; and
                        (e) document the case for education reform in Latin
                        America, laying out the principal issues and discuss
                        alternative approaches.

                        The project will promote education reform by increasing
                        understanding of the issues among groups related to the
                        education establishment.  More specifically, the project
                        consists of a program of policy analysis, debate, exchange
                        and dissemination designed to promote education reform in
                        the region.  In support of these activities, the project
                        will also compile and complement existing studies: some
                        on problems of cross-country concern, others on the most
                        appropriate measures for improving education in particular
                        countries given the specific circumstances and national
                        priorities of each country.

CONSULTANTS:            The Corporación de Investigaciones para el
                        Desarrollo (CINDE) will hire the consultants: 84 months of
                        long-term services, 144 days of regional specialists,
                        eight experts for thematic papers and six national centers.
                        CINDE will be responsible for drawing up and negotiating
                        contracts, subject to Bank approval.

GOODS AND EQUIPMENT:    Equipment will be procured in accordance with Bank
                        procedures.  Any equipment costing between $10,000 and
                        $250,000 will require at least three bids.
