GENERAL DESCRIPTION:     The purpose of this program is to
                         enhance the efficiency of the labor
                         market and, indirectly, of the Argentine
                         economy overall by: (a) lending support
                         for the production-transformation
                         process in Argentina by preparing
                         semiskilled labor for occupations with
                         demonstrated unmet demand, and
                         (b) enhancing job possibilities and
                         social participation for people who are
                         not in the mainstream labor market or
                         fully integrated into society.  The
                         program will also strengthen employment
                         offices as a means of promoting contacts
                         between employers and job seekers and
                         will contribute to the development of a
                         bimodal job-training model that combines
                         classroom instruction with hands-on
                         training at a work site.

                         The program will provide vocational guidance
                         and training and will have four components:
                         (a) instruct-ion and practical training, a
                         broad-based activity and the main program
                         component, which will lay the foundations for
                         updating the current training system for low-
                         income young adults who lack job training or
                         experience; (b) training and technical
                         assistance for self-employment and microenterprises,
                         which is intended to encourage independent
                         work, helping workers who have lost their
                         jobs as a result of the economic crisis and the
                         production-transformation process to set
                         themselves up as self-employed workers;
                         (c) vocational guidance for entering the job
                         market, to be provided by the Ministry of
                         Labor and Social Security, which will respond
                         to displaced workers' need for guidance in
                         seeking employment; and (d) strengthening of
                         employment offices, also to be carried out by
                         the Ministry of Labor and Social Security,
                         which will finance activities for the
                         institutional strengthening of the Ministry's
                         Under-secretariat for Employment.
                     
CONSULTANTS:             Specialized consulting services will be hired
                         for the component for the strengthening of
                         employment offices, including the design of
                         information systems; organiza-tion and
                         methods; training; physical infrastructure;
                         and extension and dissemination. Contracts
                         for training and guidance course packages
                         will be awarded through international public
                         bidding. 

GOODS AND EQUIPMENT:     Equipment for the information systems
                         and other necessary infrastructure
                         equipment will be procured.

CIVIL WORKS:             Not applicable.

EXECUTING AGENCY:        Ministry of Economic Affairs and Public Works
                         and Services; the Ministry of Labor and
                         Social Security will act as the Sub-Executing
                         Agency.
