Confronting Natural Disasters: A Matter of Development

    The "World Disasters Report 1999" (International Federation of Red Cross and Red Crescent Societies) states that "ninety-six percent of all deaths from natural disasters occur in developing countries;" thus expressing how disasters play a key role in matters of development. In recent years the incidence of natural disasters has risen sharply. The magnitude of the human, economic and social losses caused by these disasters illustrates the importance of learning how to confront them, particularly in terms of taking preventive measures and actions to reduce their consequences. These are issues vital to development.

    The IDB has approved a policy to help its member countries respond to emergencies provoked by natural disasters. But there is a greater need to intensify its action and support to the countries in order to diminish the structural vulnerabilities (institutional, environmental, social) and establish early warning and emergency management systems that reduce costs and alleviate the consequences of disasters. The task of confronting natural disasters is a four-sector partnership (government, international cooperation, private sector and civil society). This seminar will bring together specialists and representatives from all the sectors to identify policies and projects that will help to improve the capacity of the member countries to confront natural disasters.
