Cultural change and development policy. This forum,organized in cooperation with UNESCO, will look at the magnitude and direction of cultural change in today's world and its effects in the political, economic, and social spheres. Special attention will be given to the development of capacity for self-identity and collective-identity building, new methods of education and socialization that are called for, society's increasing responsiveness to change, the phenomenon of associational activity, opportunities for comanagement and cofinancing involving various social actors, demands for greater participation, and the role of public policy as the main bridge between government and community values. The forum will also examine the "cultural factor of development" and civil society as the source and advocate of the social values, attitudes, and behaviors that influence development.

Social capital, participation, and development. Discussion will focus on the concept of social capital, which embraces such qualitative notions as culture, shared values, and opportunities for synergy, cooperation, and consensus-building within a society. The latest research confirms the crucial role that social capital plays in a society's economic and social development and the advancement of democracy. The forum will consider efforts to formalize variables such as "degree of associational activity" with the idea of incorporating them in development projects. Building upon the theme of citizen participation explored at last year’s seminar, identity will be examined as one of the driving forces of sustainable development and as an integral part of the workings of culture.
